A Rapid City man charged with attempted murder and simple assault made his initial court appearance on Tuesday—Garrett Otto, 29, allegedly stabbed two people and assaulted a third at a makeshift camp under I-190 where a $100,000 cash bond and a no-contact order were set as the victims received treatment for serious injuries.
